Challenge

URSSAF, France’s social security collection agency, faced a dual challenge: accelerating digital transformation while spreading innovative ideas and best practices across 22 regional organizations serving over 10 million users.

Despite a strong public mission, each branch operated in isolation, with promising initiatives often remaining unseen.

Strategy & Goals

URSSAF’s response was bold and human-centered: the launch of “Pépites,” its corporate innovation program powered by Yumana.

Yumana partnered with the Innovation & Transformation Department to design a decentralized governance model aligned with URSSAF’s federated structure.
Each of the 22 entities gained autonomy to manage its innovation portfolio, while contributing insights and results to a national dashboard.

The “Pépites” program was launched in 2019 with four pilot entities and 3,500 employees. Following strong engagement, it was progressively rolled out to all 22 regional branches.
